Scientific Advisory Comittee (SAC)
The RMTC Scientific Advisory Committee (SAC) is comprised of 20 experienced and knowledgeable racing regulatory veterinarians, veterinarians in racetrack practice, veterinary pharmacologists, laboratory directors, and analytical chemists. Collectively, they represent over 300 years of experience in their respective fields.
The SAC identifies tactical research needs, develops medication control strategies, solicits and monitors research projects, reviews data, and formulates recommendations for regulatory thresholds and corresponding withdrawal guidance. The SAC also supports the development of new or improved testing methods, the sharing of laboratory information, and conducts workshops for chemists in the application of analytical methods.
The SAC is co-chaired by Jeff Blea, DVM and Ms. Petra Hartmann.

Horseracing Testing Laboratory Committee (HTLC)
The 6-member HTLC is tasked with overseeing the RMTC Laboratory Accreditation Program. It is comprised of a representative of the American Association of Equine Practitioners; a representative of a state horse racing authority; a representative of the racing industry; and a member appointed by the HTLC, each with full voting privileges; and two members representing RMTC-accredited laboratories each assigned ½ vote.
The HTLC is supported by non-voting RMTC staff members, Executive Director, Michael Hardy, DVM; and Laboratory Consultant, Al Kind. The HTLC’s duties are defined in the Laboratory Code of Standards and include responsibility for the management of the Laboratory Code of Standards, the Laboratory Accreditation application process, and the External Quality Assurance Program. The HTLC serves as a consultant to the RMTC Board and Executive Committee on matters related to the Accreditation Program and RMTC-accredited laboratories.
